The aim of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, which constitute a part of EC strategy – Human Resources Strategy for Researchers is to create a friendly environment for research and transparent principles of recruitment of scientific personnel, which in turn, will lead to increased attractiveness of European Research Area more generally. Promotion of excellence in research includes creation of suitable conditions for research, trainings and scientific career development, as well as promoting the value of mobility.

Institutions that operate within the R&D sphere (e.g. research institutes, universities, companies) as well as organizations that fund research, which have implemented the principles of the  European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers into their internal regulations will be distinguished by the European Commission by obtaining HR Excellence in Research logo. What is more, European Commission promotes such institutions among international organizations and researchers as those which provide researchers with the best working and development conditions.

The list of Polish institutions that have received the logo so far: Wrocławskie Centrum Badań EIT+ (January 2016), Instytut Agrofizyki PAN (January 2016), Uniwersytet Mikołaja Kopernika w Toruniu (November 2015), Instytut Fizyki PAN (July 2015), Instytut Chemii Fizycznej PAN (December 2014), Instytut Genetyki Roślin PAN (January 2014), Międzynarodowy Instytut Biologii Molekularnej i Komórkowej (October 2013), Instytut Biologii Doświadczalnej im. The process of implementation of the Charter and Code will start from carrying out a detailed analysis of the compliance of internal regulations, actions and procedures of NIOM with those outlined in the Charter and Code. Based on the analysis strengths and weaknesses of NIOM functioning will be established. Further improvement of the principles will be fully in agreement with strategic objectives and current developmental plans of the Institute.
